Anche nell’attuale contesto globalizzato le vie marittime rimangono le più vantaggiose per il loro basso costo. Eppure sono molteplici e diversificate le minacce che rendono vulnerabile il commercio internazionale per cui si renderebbe necessario migliorare la conoscenza del mondo marittimo nel suo complesso, al fine di poter disporre di un qua-dro accurato ed esaustivo che consenta di distinguere ciò che è “normalità” da ciò che non lo è.
